BUILDING PERMIT REQUIREMENTS

Before a building permit will be issued, all plans and documents related to the permit application must be submitted to the Village of Salado and all applicable fees paid to the
City. All new construction, alterations, or additions require a Building permit. All applications must be legible and completely filled out, dated, signed by the builder and all the builders MEP contractors must be listed on the application. Verified address with lot, block, subdivision and phase is required on all applications.

All Contractors performing work within the Village of Salado’s jurisdiction must be registered with the City and provide proof of liability insurance.

Construction or building without a permit is subject to a fine.

Plan Review

The City will verify submittal documents are complete and forward to Bureau Veritas for Plan Review. Bureau Veritas will contact the applicant directly if additional information
and/or documents are required and to discuss any noncompliance or deviation from City zoning and adopted Code requirements.

Inspections

Inspections received by 5:00 p.m. Monday – Friday will be performed the next business day. Inspections related to building construction must be called into Bureau Veritas at
(877) 837-8775 or faxed to (877) 837-8859. Inspection requests can also be emailed to: inspectionstx@us.bureauveritas.com Permit packet that includes the approved plans and documents and all inspection tickets must be on site at the time of inspection.

The building final inspection must be passed prior to occupancy of building.

Construction Site

A temporary property address must be posted at the front of the lot and readable from the street. Permanent street numbers must be displayed before final inspection.

A portable sanitary restroom for your workers MUST be on your property until the final inspections are approved.

Construction area shall be maintained until job completion. NO construction material, debris, or sanitary restroom facility shall be placed or stored in the public right-of-way or
drainage areas at any time.

Erosion control must be in place prior to the first inspection.

New Residential Plan Review Submittal Requirements

The Village of Salado has adopted the 2009 versions of the International Codes (Building, Residential, Mechanical, Plumbing, Energy, Fuel Gas, Fire) and the 2008 National Electric Code.

All Permit Applications must have an original signature and be complete. All information concerning building description and materials must be accurate and completely shown.

Additional Information for New Residential Permit Submittal Requirements

  • CONSTRUCTION DOCUMENT SUBMITTALS: Two (2) copies of complete set of construction documents are required for plan review. Construction documents must be submitted along with a completed permit application form.
  • Site plans (plot plans) drawn to a scale of 1” = 20’. Site plans must show lot dimensions, footprint of building and distance from building to property lines, platted building lines, driveways, all easements, and the address and legal description of the lot.
  • Floor plans drawn to a scale of ¼” = 1’. Floor plans must show all dimensions, room names, size and type of windows and doors, cabinets and fixtures, and ceiling heights.
  • Exterior elevation plans drawn to a scale of ¼” = 1’. Exterior elevation plans must show exterior materials, windows and doors, roof slopes, chimneys, and overhangs.
  • Structural plans, where required, drawn to a scale of ¼” = 1’. Structural plans must show second floor framing, ceiling framing, roof framing, headers, and beams.
  • Foundation plans (must be sealed by a State of Texas Licensed Engineer or Foundation Detail (reference International Residential Code) drawn to a scale of ¼” = 1’. Foundation plans must show all dimensions, location and spacing of beams, location of post-tensioning cables (if applicable), location and sizes of rebar (if applicable), concrete specifications, slab thickness, beam sizes and details, post-tensions cable details (if applicable), other notes and requirements by the Engineer, and the address and legal description of the lot.
  • Engineer’s foundation design letters. (post tension) Letters must include a statement that the foundation has been designed specifically for soil conditions of listed lot and that design is in accordance with the building code, must be sealed by the State of Texas Licensed Engineer that designed the foundation plans, and must show the address and
    legal description of the lot.
  • Masonry on Wood details, if applicable. Masonry on wood details must be sealed by a State of Texas Licensed Engineer or built to the International Residential Code details.
  • Electrical plans (may be combined with floor plan) drawn to a scale of ¼” = 1’. Electrical plans must show location of receptacles and other outlets, exhaust fans, smoke detectors, light fixtures, service equipment and panels.
  • Plumbing plans (may be combined with floor plan) drawn to a scale of ¼” = 1’. Plumbing plans must show location of fixtures, water heaters, and gas outlets.
  • Energy Compliance Report to meet the 2009 IECC. ResCheck or IC3 report acceptable.

NOTE: A Form Survey sealed by a State of Texas Licensed Surveyor will be required to be on site for the Plumbing Rough Inspection.

Additional Information for Commercial Permit Submittal Requirements

CONSTRUCTION DOCUMENT SUBMITTALS: Three (3) copies of the completed set of construction documents are required for plan review. Construction documents must be submitted along with completed permit application form.

Note: Drawings containing a label such as "not for construction" or "for pricing only" will not be accepted for permit application.

PROFESSIONAL LICENSE: Each drawing and document shall be sealed, signed, dated and designed by a State of Texas Registered Architect, Registered Engineer, Registered Interior Designer, where applicable as required by the State of Texas Engineering and Architect Practice Act.

REQUIRED DRAWINGS AND DOCUMENTS: (City Building Inspection Department may request additional information if necessary).

What is an Accessory Building?

In a residential district, a subordinate building that is attached or detached and is used for a purpose that is customarily incidental to the main structure but not involving the conduct of a business. The building area is less than that of the main structure as regulated herein. Examples may include, are not limited to, the following: a private garage for automobile storage, tool shed, greenhouse as a hobby, home workshop, children's playhouse, storage building or garden shelter. 

What are the requirements for an Accessory Building?

Section 4.1 Use Regulations G. Accessory Buildings:

Specific District Standards for Accessory Dwellings: Accessory dwelling units in the "A" or "SF-21" districts shall be allowed as an incidental residential use of a building on the same lot as the main dwelling unit and used by the same person or persons of the immediate family, and shall meet the following standards:

  • a. The accessory dwelling unit must be constructed to the rear of the main dwelling, separate from the main dwelling.
  • b. The accessory dwelling unit may be constructed only with the issuance of a Building Permit, and shall be constructed out of the same materials as the main structure.
  • c. The accessory dwelling unit may not be sold separately from sale of the entire property, including the main dwelling unit, and shall not be sublet.
  • d. Setback requirements shall be the same as for the main structure.
  • e. Accessory dwellings are not permitted without the main or primary structure.

Accessory Dwellings: Accessory dwellings, including garage accessory dwellings and detached units, may be permitted in residential zoning districts and shall conform to the height limitations of the main structure. See regulations for the specific district, and the Use Charts, Section 4.1 E. No such accessory dwelling or quarters shall be used or occupied as a place of abode or residence by anyone other than a bona fide caretaker, servant or farm worker actually and regularly employed by the land owner or occupant of the main building, or is a guest or family member of the owner/occupant. Only one (1) accessory dwelling unit, including a garage accessory dwelling, caretakers quarters, shall be allowed on any lot within a residential zoning district, and they shall be clearly incidental to the primary use. These accessory living structures shall not, in any case, be leased or sold. 

Area Regulations for Accessory Buildings in Residential and Multi-Family Districts: 

  • a. Size of Yards
    • (1) Front Yard: Detached accessory buildings shall be prohibited in front of the main building.
    • (2) Side Yard: There shall be a side yard not less than three (3') feet from any side lot line or alley line for any accessory building that is less than two hundred and fifty (250') square feet in size. There shall be a side yard not less than five (5') feet from any side lot line or alley line for any accessory building that is two hundred and fifty (250') square feet or greater in size. The previous regulations apply to an accessory building that is separated from the main building by a minimum distance of ten (10') feet to the main building, the minimum side yard requirements for the main building shall be observed. Accessory buildings adjacent to a side street shall have a side yard not less than fifteen (15') feet. Garages or carports located and arranged so as to be entered from the side yard shall have a minimum distance of twenty-five (25') feet from the side lot line, alley line, alley easement line or street. Carports or garages arranged to be entered from the side yard, facing a public street, shall have a minimum distance equal to the required yard for the main building or twenty-five (25') feet whichever is greater.
    • (3) Rear Yard: There shall be a rear yard not less than three (3') feet from any lot line or alley line, or alley easement line for any accessory building that is less than two hundred and fifty (250') square feet in size. There shall be a rear yard not less than five (5') feet from any side lot line, or alley line, or alley line easement for any accessory building that is two hundred and fifty (250') square feet or greater in size. The previous regulations apply to an accessory building that, with the following expectations:
      • (a) Carports, garages, or other accessory buildings, located within the rear portion of a lot as heretofore described, constructed closer than ten (10') feet to the main building, shall have a rear yard equivalent to the rear yard requirement for the main building;
      • (b) Garages or carports that are arranged so as to be entered by a motor vehicle from an alley or rear alley easement shall be set back from the rear property line or alley easement line at a minimum distance of twenty-five (25') feet.
      • (c) Accessory buildings constructed ten (10') feet or more from the main building shall have a rear yard of three (3') feet.
      • (d) If an alley exists, accessory buildings may be located within three (3') feet of a rear lot line of the maximum (or ride) height of the building is no greater than eight (8') feet and if a solid fence or wall of the same height is built on the rear lot line to screen the building from property located to the rear. 
  • b. Carports shall be measured from the posts supporting the roof nearest to the street or alley.
  • c. Accessory buildings are not permitted without a main structure.
  • d. Accessory buildings shall not exceed 12 feet in height, unless otherwise allowed in the specific zoning district.

When is a permit needed?

An accessory building that is less than one hundred and fifty (150') square feet in size shall be required to have a building permit to comply with placement regarding setbacks, adjacent buildings, and zoning. An accessory building that is one hundred and fifty (150') square feet or greater in size shall be required to have a building permit. A plan review is required and all permit fees and plan review fees are due upon permit issuance.

_________Location of main building on lot and all other structures on property.

_________Location of proposed accessory structure on lot. Distance from accessory structure to main building and other structures on property. Distance from accessory structure to side and rear lot lines and all streets and alleys.

_________Foundation plans and/or means of support. (All portable buildings must be tied down regardless of size.)

_________Electrical and plumbing plans, if applicable.

_________Roof details (if not a prefabricated storage building)

Residential Fence Permits Information

When is a permit needed? A permit is required for a new fence, replacing the posts, changing the
height, or moving a fence from its current location.

What is needed to obtain a permit? Fill out a residential permit application and submit a site plan showing location of fence on property. A permit fee is due upon permit issuance.

What are the requirements for a Residential Fences?
Section 5.3 Fencing, Walls, and Screening Requirements
C. Fences in Residential Areas:

  1. Locational Criteria and Height:
    • a. Any fence or wall located to the rear of the minimum required front yard line shall not exceed eight feet (8') in height.
    • b. Except as provided herein, no fence or wall shall be permitted within the required front yard of any
      single-family residential lot that is adjacent to a public street. No residential fence shall be closer than
      fifteen feet (15') to a public street except in cases where the side or rear building line of the yards on
      continuous corner lots adjoin, the fence may be constructed out to the property line of said side yard
      such that the street side yard may be included as part of the lot’s back yard area.
  2. Barbed Wire, Electrical, and Chain Link Fencing: Barbed wire, electrical, and/or chain link fencing that is visible from a public right-of-way is prohibited as perimeter fencing except for containment of farm animals on parcels of one (1) or more acres.
  3. Vehicular Access Gates: Gates designed for vehicular access shall be set back from front the property line a minimum of twenty-five feet (25').
  4. Swimming Pool Fences: Fences around swimming pools shall comply with the Standard Swimming Pool Code and the Village of Salado’s codes or ordinances pertaining to same.
  5. Sight Distance & Visibility: Section 5.5.J provides the sight visibility requirements for fences and screening walls.
  6. Other Types of Fencing: Special purpose fencing, such as fencing around tennis courts, is permitted.

D. Required Materials and Construction: Any screening wall or fence required under the provisions of this Section or under a Conditional Use Permit, Planned Development District, or other requirement shall be constructed of masonry, reinforced concrete, or other similar suitable permanent materials that do not contain openings. All wall or fence openings shall be equipped with gates equal in height and screening characteristics to the wall or fence.
E. Alternative Materials and Construction: Alternative equivalent screening may be approved through the site plan approval process, Section 2.6.

Retaining Walls - An Engineered stamped design is required for retaining walls over 4 feet in height.

Residential Remodel/Addition Information

What is an Addition – Any construction work done to the main building that results in the addition of square footage to the footprint of the house. Additions could be carports, covered patios, sunroom, bedroom are any other room that is enclosed or open and is attached to the main structure.
What is a Remodel – Any interior or exterior construction work to the main structure such as moving walls, replacing windows, with any electrical, plumbing, and/or mechanical work.

What do I need to install a Deck? - Because they are not covered, decks are not considered additions to the footprint of the house nor do they have to meet setback
requirements. However, any deck 30 inches off the ground requires a permit. Submit a residential permit application and a drawing showing the house and where the deck is to
be constructed. Include the materials to be used and a description of how the deck will be anchored to the ground.

Do I need a permit for a Concrete Patio? – Concrete patios do not require a permit if they are not attached to the house foundation, however, if you plan to cover or enclose this area at a later date, a permit for the concrete is a good idea so we will have a record of the structural strength of the patio.

Residential Swimming Pool Requirements Information

Swimming Pool, Private: A swimming pool constructed for the exclusive use of the residents of a one-family, two-family or multiple-family dwelling and located, fenced and built in accordance with Village of Salado Code of Ordinances. A private swimming pool shall not be operated as a business nor maintained in a manner to be hazardous or obnoxious to adjacent property owners, and shall be constructed below the average natural grade level.

Swimming Pool Fencing:

  • A. All outdoor swimming pools of a permanent or semi-permanent construction having a depth of more than fourteen (14) inches, whether constructed above or below ground, shall be enclosed by a fence at least forty-eight (48) inches high. The fence and gates shall be of such material and construction so as to be a deterrent to small children who might be attracted to the pool.
  • B. At no time shall the fence be in conflict or violation with existing ordinances setting out clearances around fire plugs, clearances from street corners or ordinances touching upon sight clearances.
  • C. It shall be unlawful for any person, firm or corporation to own, in whole or part, or to be in possession of any swimming pool which is not fenced as provided in this section.

Residential Trade Permit Information: Electrical - Plumbing - Mechanical

Electrical Upgrades/ Repairs
When is a permit needed? A permit is required for all service upgrades, service repairs or circuit replacements.

What is needed to obtain a permit? A plan review is not required, but a permit fee is due upon permit issuance.

Submittal documents: Fill out a Residential permit application.

Plumbing Upgrades/ Repairs
When is a permit needed? A permit is required when a gas line is added, replaced or repaired, installing gas logs inside your fireplace, replacing a gas or electric water heater, adding a water softener to your home or sprinkler system.

What is needed to obtain a permit? A plan review is not required, but a permit fee is due upon permit issuance.

Submittal documents: Fill out a Residential permit application.

Sprinkler Permits: An approved backflow device must be installed with each sprinkler system.

Mechanical Upgrades/ Repairs
When is a permit needed? A permit is required when an air conditioner or furnace is replaced.

What is needed to obtain a permit? A plan review is not required, but a permit fee is due upon permit issuance.

A permit becomes null and void if work or construction authorized is not commenced within 180 days, or if construction or work is suspended or abandoned for a period of 180 days at any time after work is commenced. All permits require final inspection.

RESIDENTIAL ENERGY INSPECTIONS

There will be 2 inspections required, one at pre-drywall and one at final. Duct testing must be conducted at finals, but prior to the Building Final.

  • Water Heating Equipment Efficiency
  • Weather Stripping of all Doors (and Attic Access located within Conditioned Space)
  • Duct Leakage Testing
  • Blower Door Testing

Third party energy inspectors must have one of the certifications listed below and must be registered with the Village of Salado prior to conducting any inspections.

  • ICC Certifications
  • HERS Certification
  • BPI Certification
  • Proof of Experience Performing Diagnostic Testing

The third party inspector must leave verification of compliance on site for Village inspector. Building finals will not be approved unless all required documentation is received. Bureau Veritas inspectors will acquire the documentation in the field prior to completing any subsequent inspection past the stage of energy approval.

The permit documents and fees will be submitted to the city. Submittal documents should be complete to expedite plan review and permit issuance. Please contact the

Plan Review
Bureau Veritas will be conducting residential and commercial plan reviews. The applicant will be contacted by Bureau Veritas if revisions are needed. You may contact
Bureau Veritas’ Plan Review Department for the status of your permit at (817) 335-8111/toll free (877) 837-8775.

Inspection Requests
Please contact Bureau Veritas to request inspection(s). Any of our permit technicians can assist you. Inspections requested by 5:00 pm Monday – Friday will be performed the next business day. Inspection requests can also be faxed to the Bureau Veritas office.
